Low voltage is where people stop treating the work as dangerous, and it is where most of them are hurt.

High voltage work has ceremony around it. Low voltage has none, and it is done far more often, by more people, under more time pressure. The switching itself is straightforward. Proving what is dead, and keeping it dead, is not.
This is the longest of the electrical trainings, because it covers a full switching sequence rather than one step. It is for authorised persons, technicians, and the people who issue and receive permits.
One run, three parts. A team can go back to any of them as often as it needs, and most do.
A team works out the sequence, what it takes off supply, and who has to be told before anything moves.
They isolate, lock, test, and test the tester, in an order they have to keep to under pressure.
The permit changes hands twice. They go through the words, so nothing is assumed at either end.
